The city of Rotterdam is a modern metropolis that has the largest port in Europe and is home to over 170 nationalities, including 50,000 students, as well as many multinational companies. Erasmus University Rotterdam (EUR) plays a prominent role by making substantial contributions to Rotterdam and the surrounding region in such areas as healthcare and economic and socio-cultural development of the city Rotterdam and the region as a whole.
Erasmus University Rotterdam (EUR) is an international spawning ground for critical academic thinking, driven by a strong emphasis on current social issues. Our focus is on management, organization and policy in the public and private sectors.
Students of public administration
Students are equipped with a keen analytical and theoretical understanding of the international dimension of modern governance, providing a strong basis for many professional roles in international institutions.
Central to our educational philosophy is the idea that students of public administration, whether as full-time students or as practitioners seeking post-entry training, ought to be trained in such a manner that adequately prepares them for meeting the changes and challenges in contemporary governance, in the Dutch, European and wider international contexts.
The Department of Public Administration offers various master’s degree programmes, among which the following one-year programmes that are taught in English:
- Master of International Public Management and Policy .
- Management of Governance Networks (60 ECTS).
Information for incoming students
Incoming exchange is organized only in the 1st semester, during which 4 students of the EMPA network can be hosted and they can obtain 30 ECTS choosing from a range of the courses offered in the frames of Master of Management of Governance Networks and Master of International Public management and Public Policy Networks. The courses are taught in English.
Potentially interested exchange students are invited to visit the website for incoming students. Since this website is primarily meant for bachelor exchange students and EMPA exchange is offered at master level it is suggested that potential students bear this in mind while reading the information. Most of the things apply to you, too – except for the curriculum and academic calendar. Please ignore the information stating that exchange is only possible at bachelor’s level – EMPA exchange is an exception to this rule at the Faculty of Social Sciences.
Students nominated by their home university coordinators to email@example.com will be invited to fill out the application formfor incoming exchange students. The application is open from April 15 until May15.

Information for outgoing students
The EMPA exchange possibility is available for both IMP and MGN-students, at the condition that it fits both with the EUR curriculum and the student’s specific educational goals. Students enrolled in Dutch language master programmes may also consider applying. Visit the website of the International Office of the faculty of Social Sciences for outgoing exchange students for more detailed information regarding the possibilities of exchange. Please bear in mind that master’s level students of the Department of Public Administration of Erasmus University Rotterdam can go on exchange only within the EMPA network. Please ignore the information stating that exchange is only possible at bachelor’s level – EMPA exchange is an exception to this rule at the faculty. For the rest the same rules apply as for the regular bachelor’s exchange students, except that you should discuss the content of your exchange with the academic coordinator of EMPA.
